Learning outcomes
Knowledge
The goal of the course is the knowledge of the organizational profiles of government and public administration in historical perspective(beginning from the birth of the english form of government and the government in the Albertine Statute, in the liberal state and during the fascism, the debate in the Constituent assembly, to consider the complexive government organisation evolution) until the current framework. During the course, the topics that will be developed are directed to investigate the division of administrative functions at the state level, central and peripheral, and to recognize the institutional subjects which have been invested with specific and differentiated competences.
Assessment criteria of knowledge
The student will be assessed on his/her demonstrated ability to discuss the main course contents using the appropriate terminology. During the oral exam the student must be able to demonstrate his/her knowledge of the course material and be able to discuss the reading matter thoughtfully and with propriety of expression.

Syllabus
The course aim is an investigation of the organisation, structure and functions of government and public administration at the central(statal)level, with reference to the following topics: - the general definitions - the government and the public administration in the historical experience;; - the constitutional principles of government and P.A.; - the matters of government (education, business, crisis) - the Presidency of the Council of Ministers - the Ministries (statal organization)and respective internal structures; - the Agencies - the Independent Administrative Authorities; - in general: the technical equipment in P.A.; - the role of the government in the rules making: AIR and ATN; - the relationships between the government and the EU; - the subsidiary bodies of the central government; - the Constitution reform of Title V.
