Al termine del corso lo studente avrà acquisito conoscenze in merito ai fondamenti teorici delle relazioni internazionali, sulla identificazione dei fattori che determinano la qualità delle relazioni tra gli stati e sugli aspetti fondamentali del sistema politico dell’Unione Europea.

Knowledge

At the end of the course the student will have acquired knowledge over the theoretical foundations of International Relations, on the factors that determine the nature and quality of the inter-state relations, and on the fundamental aspects of the political system of the European Union.

La verifica delle conoscenze acquisite avverrà tramite la valutazione del questionario scritto previsto all'inizio di ogni sessione d'esame.

Assessment criteria of knowledge

The assessment of the acquired knowledge will be done through a written questionnaire due at the beginning of each exam’s session.

Al termine del corso:

  • Lo studente sarà in grado di discutere oralmente le problematiche relative alle teorie delle relazioni internazionali e al sistema politico dell’Unione Europea.
  • Lo studente frequentante sarà in grado di preparare presentazioni relative ad alcuni casi concreti suggeriti dal docente, che verranno interpretati alla luce delle teorie delle relazioni internazionali.
Skills

At the end of the course:

The student will be able to orally present problems related to the Theories of International Relations and the political system of the European Union.

Attending students will be able to prepare presentations on some empirical cases among those proposed by the teacher, which will be interpreted through the lenses of the IR theories.

Modalità di verifica delle capacità
  • Durante le sessioni di esame avverrà un colloquio tramite il quale sarà verificata la capacità dello studente di discutere oralmente le problematiche relative alle teorie delle relazioni internazionali e al sistema politico dell’Unione Europea.
  • Gli studenti frequentanti potranno preparare presentazioni relative ad alcuni casi concreti suggeriti dal docente. La verifica sulla capacità di interpretazione dei casi concreti alla luce delle teorie della relazioni internazionali avverrà tramite l’esposizione in classe.
Assessment criteria of skills
  • During the exam’s sessions, an oral interview will be held, through which students will be evaluated in their ability to orally present problems relevant to the Theories of International Relations and the political system of the European Union.
  • Attending students can prepare presentations on some empirical cases among those suggested by the teacher. The evaluation of the ability to interpret these empirical cases through the lenses of the IR theories will be performed with an oral presentation in class.

  • Sensitivities developed on the problems of inter-State relations and of the European Union will be verified through an in-class debate, which will always be favored and stimulated.
  • During seminars, the teacher will evaluate the appropriate skills and style of the students to ask questions to the external speakers.
Prerequisiti (conoscenze iniziali)
  • E’ ritenuto utile che lo studente abbia una buona conoscenza della geografia fisica e politica e sia sufficientemente informato sulle criticità più attuali dei contesti internazionale e europeo. L’abitudine alla consultazione di quotidiani, riviste e blog di approfondimento è ben accolta.
  • E’ richiesta la propeduticità obbligatoria del corso di Scienza Politica, avendone superato con profitto positivo la prova d’esame relativa.
Prerequisites
  • The student is suggested to have a prior good knowledge of physical and political geography and to be sufficiently aware of the current problems in international and European scenarios. The habit of reading newspapers, magazines, journals and web-blogs on IR and EU is recommended.
  • To gain access to the exam, students MUST have passed the exam of Political Science.

E’ consigliabile seguire o avere seguito un corso in Diritto dell’Unione Europea e uno in Storia di Integrazione dell’Unione Europea.

Co-requisites

It is suggested to attend courses in European Union Law and in History of European Integration.

Indicazioni metodologiche
  • Le lezioni si svolgono in modo frontale con l’ausilio di slide.
  • Durante il corso possono tenersi seminari in codocenza con la presenza di esperti delle teorie delle relazioni internazionali o del sistema politico dell’Unione Europea.
  • Lo studente può interagire con il docente direttamente in classe, tramite i ricevimenti (vedere web-page del docente sul sito internet del dipartimento), o per posta elettronica del docente.
  • E’ previsto l’uso parziale di lingue diverse dall'italiano (l’inglese) per la consultazione di alcuni articoli o blog di approfondimento.
  • Le lezioni incoraggeranno costantemente la partecipazione ed il confronto.
Teaching methods
  • The course will be conducted through face-to-face lessons.
  • During the course, seminars may be held by the teacher with the presence of IR and/or EU experts.
  • The student can interact with the teacher directly in class, at the office hours (see teacher’s web-page on the Department’s website), or by e-mails addressed to the teacher.
  • It is foreseen the use of languages other than Italian (English) to read some specialized articles or blogs.
  • Students’ participation and debate in class are strongly encouraged.
Programma (contenuti dell'insegnamento)

Il programma del corso si divide in due parti.

Nella prima parte saranno trattati le teorie delle Relazioni Internazionali con particolare riferimento a: la definizione delle relazioni internazionali come disciplina accademica, le principali teorie interpretative delle relazioni internazionali (realismo, liberalismo, approccio della società internazionale, costruttivismo, economia politica internazionale), l’analisi della politica estera e la discussione di alcuni casi e crisi concrete.

La seconda parte riguarderà i temi più rilevanti dell’Unione Europea. Inizialmente è previsto la presentazione del quadro d’insieme del percorso storico di integrazione e la descrizione delle istituzioni principali (Commissione, Consiglio dei ministri, Consiglio europeo, Parlamento europeo) e delle altre (Comitato economico e sociale, il Comitato delle Regioni, le agenzie europee, la Banca europea degli investimenti, il sistema europeo delle banche Centrali, i Partiti Politici Europei). Questo quadro d’insieme consentirà la discussione di temi specifici, come la crisi di legittimazione dell’Unione, il deficit democratico, la crisi dell’Eurozona, le difficoltà del sistema di Schengen e le potenzialità della politica estera e di sicurezza comune.

Syllabus

The course will be divided into two parts.

The first part, Theory of International Relations, will deal with reference to: the definition of IR as academic discipline, the main interpretative IR theories (realism, liberalism, international society approach, constructivism, international political economy), the foreign policy analysis and the deepening of concrete cases and crises.

The second part will cover the relevant aspects of the European Union. Initially, the teacher will provide a general overview of the history of the integration process and the description of the main institutions (Commission, Council of Ministers, European Council, European Parliament) and others (Economic and Social Committee, the Committee of the Regions, the European Agencies, the European Bank of Investments, the European Systems of the Central Banks, the European Political Parties). This overview will allow the discussion of specific themes, such as the Union’s legitimacy crisis, the democratic deficit, the Eurozone crisis, the difficulties of the Schengen system, and the potential of the Common Foreign and Security Policy.

Modalità d'esame

--> Fino agli appelli di aprile 2018 il programma d'esame sarà quello dell'anno 2016-2017 tenuto dal docente precedente del corso, prof. Luciano Bardi.

 

  • L'esame è composto da due prove scritte (una per il modulo di Teoria delle Relazioni Internazionali e una per il modulo di Unione Europea) e da una prova orale. L’esame verte sui testi fondamentali.
  • Le prove scritte consistono ciascuna in 33 domande a risposta multipla (tre possibili risposte per ogni domanda di cui una corretta). Una prova verte sulle Teorie delle Relazioni Internazionali, l’altra sull’Unione Europea. Lo studente prenderà un punto per ogni risposta corretta individuata. La prova scritta dura 25 minuti per modulo (50 in totale).
  • La prova scritta è superata se lo studente ha ottenuto almeno 18 punti (18 risposte corrette) in almeno uno dei due moduli.
  • La prova orale consiste in un colloquio tra il candidato e il docente o i suoi collaboratori.
    La prova si svolgerà sulla parte d’esame (il modulo di RI o di UE) per il quale il candidato ha ottenuto il voto più basso allo scritto.
  • La prova non è superata se il candidato mostra di non essere in grado di esprimersi in modo chiaro e di usare la terminologia corretta, oppure se il candidato mostrerà ripetutamente l'incapacità di mettere in relazione parti del programma e nozioni che deve usare in modo congiunto per rispondere in modo corretto ad una domanda. Il voto ottenuto nella parte orale annulla il voto scritto ottenuto per quella parte di programma.
  • Il voto finale (in trentesimi) risulterà dalla media ottenuta tra il voto per l’esame orale e quello ottenuto per la parte scritta nella quale si ottenuto il voto più alto.
  • Gli studenti frequentanti possono svolgere la prova scritta sul modulo di Teoria delle Relazioni Internazionali durante il corso.
Assessment methods

--> Till the exam session of April 2018 the program will be that used during the academic year 2016-2017 by Prof. Bardi, previous teacher of the course.

 

  • The exam consists of two written tests (one for the International Relations Module and one for the European Union Module) and one oral exam. The examination focuses on the course text-books.
  • Written trials consist of 33 multiple-choice questions (three possible answers for each question, one of which is the correct one). A test focuses on the Theories of International Relations and the other on the European Union. The student will gain a point for each correct answer identified. The written test lasts 25 minutes.
  • The written exam is passed if the student obtains at least 18 points (18 correct answers). The result can be retained for one year (for example: Written Examination of September 2018, the result is valid until September 2019).
  • To access to the oral examination, one must pass both written tests with at least 18 points.
  • The oral examination consists of an interview between the candidate and the teacher or one of his collaborators. The test will take place on the module (IR or EU) for which the candidate received the lowest vote in the written test.
  • The test is not passed if the candidate shows that he or she is not able to express himself clearly and use the correct terminology or if the candidate repeatedly shows the inability to relate parts of the program and notions he / she must use in order to respond appropriately to a question. The vote in the oral part annuls the written vote obtained for that part of the program.
  • The final vote (max 30 points) will consist in the mean obtained between the oral exam result and the result for the written part, in which the highest vote was obtained.
  • Attending students can take the written test on the IR part during the course.
Stage e tirocini

Non sono previste forme obbligatorie di stage e tirocinii. Gli studenti interessati a svolgere tirocinii e workshop sono invitati a consultare le attività svolte dall’Osservatorio su Politica e Istituzioni (OPI), presso il Dipartimento di Scienze Politiche.

Work placement

Stages and internships are not required. Those students who are interested in performing stages and internships are invited to check the proposal offered by the Observatory on Politics and Institutions (OPI), based at the Department of Political Science.
