Il corso in esame corrisponde al corso da 6 CFU dal titolo 'Le relazioni esterne dell'Unione europea' tenuto dalla professoressa Poli nell'ambito della LM 52
Lo studente alla fine del corso sarà capace di identificare come l'UE interagisce con Paesi terzi e organizzazioni internazionali attraverso le sue istituzioni, dal punto di vista giuridico; come l'UE è rappresentata in altre organizzazioni, quali accordi può concludere, in quali settori e con quali conseguenze sul potere degli Stati membri di contrarre obblighi giuridici con Stati terzi. Lo studente dimostrerà una conoscenza avanzata del modo in cui l'UE difende i suoi interessi e i suoi valori attraverso la politica di vicinato e la politica estera di di sicurezza comune, ivi inclusa la politica di difesa europea. Gli studenti acquisiranno conoscenze anche in altri settori delle relazioni esterne come la politica di vicinato, la politica commerciale e la cooperazione allo sviluppo.
The course ‘International and European Union law’ (12 CFU) is divided into two modules: the title of the first module is ‘International human rights law’ and is held by Professor Marcello Di Filippo; the title of the second module is ‘The EU external relations’ and is held by Professor Sara Poli. The students who pass this exam will receive a single mark for both modules. The exams of the first and second module may be taken in different exam sessions; students may decide to take first ‘International and European Union law’ and then 'EU external relations' or the other way round. The two modules may be held in different semesters.
1. MODULE: ‘INTERNATIONAL AND EUROPEAN UNION LAW’

The student who successfully completes the course will be able to identify how the European Union (EU) interacts with third countries and international organizations through its Institutions and bodies; how the EU is re-presented in international organizations and what kind of agreements the EU is competent to conclude. The student will be able to demonstrate advanced knowledge of how the EU defends its interests and values through the European Neighbourhood Policy and the Common Foreign and Security Policy, including the European Defence Policy. The students will also be familiar with the EU objectives and instruments of the other external policies such as the common commercial policy and the development cooperation policy.

2. MODULE: EU EXTERNAL RELATIONS
In order to verify the students' level of knowledge an intermediate written test will be prepared by the chairholder.
Alla fine del corso, lo studente saprà spiegare:
- come l'UE esercita le sue competenze esterne
- attraverso quali strumenti giuridici persegue il raggiungimento dei suoi obiettivi
- Il modo in cui interagisce con i suoi Stati membri, con i Paesi terzi e con altre organizzazioni internazionali a carattere universale o regionale
- La strategia sviluppata dall'UE al fine di raggiungere i suoi obiettivi
2. MODULE: EU EXTERNAL RELATIONS
At the end of the course, the student will be able to explain:
1. How the EU exercises its external competence
2. What the legal instruments that may be used to achieve the EU objectives in the area of external relations
3. The way it interacts with its Member States, with third countries and with other (universal or regional) international organizations
4. The strategy developed by the EU to achieve the EU external objectives
Lo studente dovrà preparare una presentazione orale delle letture caricate sulla piattaforma didattica e-learning del dipartimento di scienze politiche

The students will have to prepare an oral presentation of the reading material made available by the chairholder on the e-learning platform of the political science department
Lo studente potrà sviluppare un interesse verso il proseguimento degli studi relativi all'UE o lo svolgimento di una carriera presso le istituzioni dell'UE
2. MODULE: EU EXTERNAL RELATIONS
The students will be able to get an interest in pursuing further studies on EU external relations or a career at the EU institutions
Durante le lezioni, il titolare del corso chiederà agli studenti di fare una breve presentazione delle letture messe a disposizione sulla piattaforma e-learning del dipartimento di scienze politiche e potrà valutare le capacità espositive dello studente

Lo studente dovrà avere una conoscenza di base del diritto internazionale
E' vivamente consigliato seguire il workshop da 3 CFU tenuto dalla Prof.ssa Sara Poli dal titolo "Attualità di diritto dell'UE" prima di sostenere l'esame del modulo "Relazioni esterne dell'UE", se gli studenti non hanno mai studiato il diritto dell'UE nel corso di laurea di primo livello

It is strongly recommended to take the course (3 CFU) given by Professor Sara Poli entitled "current issues of EU law" before taking the exam of EU external relations if students have not studied EU law in their first cycle degree programme.

Students attending the course are required to study:

- Notes taken at the lectures given by the chairholder or the guest speakers;
- the reading material made available by the chairholder on the e-learning platform of the political science department.
Gli studenti che non frequentano il corso devono sostenere l’esame orale e studiare sui seguenti testi.

Students not attending the course will prepare the exam on the following texts:

- Van Wooren B., Wessels R., EU external relations law, Cambridge University press, 2014, chapters from 9 to 12 and from 14-15.
Students not attending the course must take an oral exam.
L'esame consiste in una prova scritta intermedia e una prova orale. La prova scritta che verrà effettuata a metà circa del corso, contribuisce al 50% del voto finale (il punteggio finale è dato dalla media di quello della prova scritta e di quello della prova orale). La lode viene attribuita sulla base delle performance all'orale. La prova scritta è opzionale. Gli studenti che avranno sostenuto la prova scritta ed accettato il voto porteranno all'orale la parte del programma non coperta dalla prova scritta. Se gli studenti non sostengono la prova scritta dovranno sostenre l'esame in forma orale portando tutto il programma. Il voto della prova scritta si può utilizzare fino alla fine della sessione estiva.
L'esame si baserà sul programma indicato in bibliografia.
Il voto ottenuto nel corso ‘Le relazioni esterne dell'UE’ farà media con quello ricevuto nell'esame del Prof. Di Filippo.
2. MODULE: EU EXTERNAL RELATIONS
There will be a written intermediate exam and an oral exam for students regularly attending the course. The written exam is optional and will be taken roughly when half of the course has been delivered by chairholder. The mark received in the written exam weights 50% of the final vote. The oral exam weights 50%. The students who pass the written exam and accept the mark will prepare the oral exam on the programme of the course not covered by the written exam. Students who do not wish to take the intermediate exam (or do not accept the vote) will take the oral exam. In this case, they will prepare the exam by studying the programme in full.
The exam will be based on the reading material made available by the professor on the e-learning platform of the political science department, the lectures of the Chairholder and of the guest speakers.

Gli studenti Erasmus possono sostenere questo esame se hanno sostenuto esami di diritto internazionale o di diritto dell'Unione europea. Su richiesta, saranno messi a disposizione testi in lingua inglese. Gli studenti sono inviati a prendere contatti con la Professoressa Poli via email, appena arrivano possibilmente ed in ogni caso almeno due mesi prima di sostenere l'esame.
2. MODULE: EU EXTERNAL RELATIONS
Erasmus students are advised to take this course if they have previously passed exams in International Law or European Union law. Upon request, English texts will be available to Erasmus students who are interested in taking the course. The students are kindly requested to contact Professor Poli via email, as soon as they arrive and in any case no later than two months in advance of the exam session.
