Il corso di Economia e Diritto della regolamentaizone è diviso in due moduli, uno giuridico e l'altro economico.
Il modulo giuridico del corso si propone di introdurre i discenti al tema della regolamentazione applicata all'economia digitale. L'obiettivo è di insegnare loro ad individuare le problematiche legali in materia di concorrenza e regolazione derivanti dall'utilizzo delle nuove tecnologie.
Il modulo economico si propone di affrontare la teoria neoclassica dell'organizzazione industriale (economia industriale), inclusi temi di economia della regolamentazione, che si è evoluta molto negli ultimi decenni. Lo studio dell'economia industriale fa parte integrante del curriculum di coloro che hanno desiderio di lavorare nelle imprese, nel settore finanziario e/o negli enti pubblici. L'analisi teorica del ruolo delle imprese nei mercati ha compiuto enormi progressi negli ultimi decenni, contribuendo a formare gli attori che operano anche in autorità antitrust ed i dirigenti d'impresa.
Law and Economics of Regulation Course is divided into two modules, one legal, one economic.
The legal module of the course aims to provide students with the foundations of regulation applied to the digital economy. The aim is to allow them to identify the legal problems relating to competition and regulation deriving from the use of new technologies.
The economics part of the course aims at addressing the neoclassical theory of industrial organisation (industrial economics), including issues of regulatory economics, which has evolved dramatically in recent decades. The knowledge of the industrial economics literature represents a comprehensive part of the curriculum individuals aiming to work in firms, the financial sector and/or public institutions or authorities. The theoretical analysis of the role played by firms in markets has made tremendous advancements, contributing to the training of actors working also as business managers or belonging to antitrust authorities.
Nella prima parte del corso, relativa ai 6CFU giuridici, è prevista una prova scritta intermedia: da svolgersi a metà del corso, consistente o nell’elaborazione di un breve paper su un tema oggetto delle lezioni, ovvero, nell’esperimento di attività di tecnica redazionale, mediante l'elaborazione di un atto legale correlato ai contenuti del corso, ovvero svolgendo un test scritto avente ad oggetto i temi trattati. La scelta di una delle tre modalità (paper o redazione di un atto o test di verifica) verrà concordata ad inizio corso con gli studenti stessi.
Nella seconda parte del corso, relativa ai 6CFU economici, è prevista una (ed una sola) prova scritta: da svolgersi alla fine del corso, consistente in un compito con domande aperte ed eventualmente domande a risposta multipla e/o vero/falso da motivare. La modalità della prova verrà discussa ad inizio corso con gli studenti. In alternativa, le prove d'esame saranno orali e seguiranno il calendario didattico fornito dall'Università di Pisa.
In the first part of the course related to the legal program, students will have the opportunity to take an intermediate exam which consists either in the elaboration of a short paper on a topic that is a subject of the lessons, or in the improvement of the legal drafting technique by drawing up a legal act. The choice between the two modalities will be agreed with the students at the beginning of the course.
In the second part of the course related to the economics program, students will have the opportunity to take one (and only one) final written exam. The test will be taken at the end of the course and will consist in open-ended questions, multiple-choice questions (to be motivated) and/or tru/false questions (to be motivated). The format of the test will be discussed with students at the beginning of the course. Alternatively, there will be oral exams following the schedule provided by the University of Pisa.
Al termine del corso giuridico, lo studente sarà in grado di svolgere una ricerca bibliografica su banche dati, avrà acquisito le nozioni di base per leggere e interpretare la normativa a disciplina dei più importanti settori a economia digitale, avrà sperimentato la "scrittura" giuridica di talune tipologie di testi legali.
Al termine del corso economico, lo studente sarà in grado comprendere le ragioni delle scelte imprese in contesti strategici e non strategici, nonché avere una maggiore capacità critica per comprendere la complessità delle relazioni tra le imprese e tra le imprese ed i mercati. L'acquisizione degli strumenti della teoria economica permetterà allo studente di svolgere una ricerca autonoma essendo in grado di analizzare i fatti economici da una nuova prospettiva e con maggiore rigore.
At the end of the legal course, the student will be able to carry out a bibliographic research on databases; he will have acquired the basic notions for reading and interpreting the regulations governing the most important sectors of digital economy, and experimented with legal "writing" using the sector-specific terminology.
At the end of the economics part of the course, students will be able to understand the reasons behind firms' choices in both strategic and non-strategic markets, to improve issues for the understanding of the complexity of the relationships within firms as well as within and between firms and markets. Improving the knowledge of the tools in economic theory will enable students to carry out autonomous research being able to strictly analyse economic events from a new perspective.
Nel modulo giuridico è previsto lo svolgimento di esercitazioni in aula su casi pratici, nonché l’utilizzo di sperimentazioni didattiche volte a tentare di sviluppare l’abilità ermeneutica dei discenti, come ad esempio la lezione invertita.
In sede di prova scritta o di esame orale integrativo o generale verrà valutata dalla commissione d'esame la capacità espositiva e applicativa delle nozioni apprese durante il corso.
In the legal module, classroom exercises are planned upon practical cases, as well as the use of innovative blended learning methodologies - such as the Flipped Classroom - aimed at developing the hermeneutical ability of students.
In the economic module, during the written test or during the supplementary or general oral examination, the examination committee will assess the ability to apply the notions learned during the course.
Lo studente potrà acquisire abilità nella comprensione e interpretazione di norme giuridiche, ai fini della loro applicazione concreta alle casistiche emergenti dall'economia digitale. Le esercitazioni consentiranno di lavorare in gruppo, confrontandosi ed esponendosi al giudizio del docente e degli altri studenti, al fine di acquisire capacità critiche. Grazie a seminari di approfondimento si intende far prendere coscienza delle applicazioni e prospettive teoriche correlate allo studio della materia.
I fondamenti delle ragioni della regolamentazione dei mercati e dell'intervento pubblico nell'economia e l'analisi della teoria economica daranno allo studente la possibilità di capire e valutare le inter-relazioni tra gli agenti economici nei mercati. Inoltre, lo studente avrà la capacità di comprendere più approfonditamente e da un punto di vista critico i fatti osservati.
The student will improve his capabilities to read and understand rules in order to apply them to case studies related to the Digital economy theme. The exercises will enable him to work in groups, confronting and exposing himself to the judgment of the Professors and other students, so allowing the development of his critical skills.Through in-depth seminars, the course aims to raise awareness of the applications and theoretical perspectives related to the study of the subject.
The reasons for both the economic regulation and public intervention and the study of the economic theory on the side of the market analysis will give students the opportunity to understand and assess the einter-relationship amongst economic agents in the market. In addition, students will have the opportunity to understand in-depth the observed facts on the market.
Durante le esercitazioni e le sperimentazioni didattiche verranno valutate le specifiche abilità maturate dai partecipanti, con particolare attenzione alla capacità di inquadramento teorico degli istituti interessati e all'attitudine al problem solving, alla capacità di relazionarsi con un gruppo di lavoro.
Durante il corso economico sarà dato ampio spazio agli studenti per relazionare sugli argomenti trattati e sarà possibile introdurre, da parte del docente, argomenti più avanzati così da arricchire il contenuto del corso.
During the exercises and didactic experiments, the specific abilities acquired by the lessons participants will be evaluated, paying particular attention to their theoretical understanding of the legal institutions involved, the attitude to problem solving, and the ability to relate with a working group.
During the economic course students will have room to report on the topics treated and it will be possible for introducing advanced topics to enrich the content of the course.

Per seguire il modulo economico nel modo più proficuo possibile si ritengono necessarie le conoscenze di base per studiare le relazioni matematiche tra variabili, nonché lo studio dei temi microeconomici e macroeconomici appresi durante l'insegnamento del corso di Economia Politica.
There are not recommended propaedeutic exams.
To follow the economics course proficiently, it is necessary to have the basic knowledge regarding the mathematical relationships between variables, as well as the study of microeconomic and macroeconomic issues learned during the firt-year Economics course.
Modulo giuridico
Dopo aver fornito le opportune distinzioni teoriche anche correlate alle indicazioni della scienza economica, ci si soffermerà sul diritto delle reti, esaminando la disciplina europea in materia. A fini esemplificativi, particolare attenzione verrà dedicata al settore delle comunicazioni elettroniche. Verrà inoltre approfondito il rapporto tra tecnologia digitale e regolazione pubblica, analizzando l’incidenza degli algoritmi nei principali mercati regolati (ad esempio, trasporti ed energia). Una parte del corso fornirà gli strumenti per interpretare le regole delle attività economiche svolte da e attraverso piattaforme digitali come Google, Amazon, Airbnb, Facebook, ecc., approfondendo le peculiarità degli strumenti giuridici utilizzati.

Legal form
After analyzing the theoretical distinctions also in the light of economic science, the lessons will focus on the regulation of network industries, examining the European legal framework. Particular attention will be paid to the electronic communications sector. The relationship between digital technologies and public regulation will also be investigated, analyzing the incidence of algorithms in the most relevant regulated markets (e.g. transport and energy). Moreover, the course will provide the tools to interpret the rules of economic activities carried out by and through digital platforms such as Google, Amazon, Airbnb, Facebook, etc., deepening the peculiarities of the legal tools used.
