L'obiettivo è di rendere gli studenti consapevoli della natura critica e delle potenzialità collegate alle nuove tecnologie e in particolare alla rete.
The goal is to make students aware of the critical nature and potential connected with new technologies and in particular the network as a whole.
Durante il corso, gli studenti saranno impegnati a discutere con il docente attivamente le maggiori criticità della rete, con particolare riferimento alla normativa antitrust, alla libertà di manifestazione del pensiero e alla influenza sulla sfera politica delle maggiori società della rete.
Students will be actively engaged in discussing with the teacher the most critical issues of the internet, with particular reference to the antitrust law, the freedom of expression and the potential of Giga Tech Companies in the shaping of a democracy

Basic Italian Constitutional Law
E' consigliato utilizzare il computer, un telefono o un qualsiasi oggetto collegato alla rete per cercare con curiosità quello che si è studiato a lezione.

Il corso si propone l'approfondimento delle tematiche tipiche del diritto costituzionale e perciò relative al sistema delle fonti, all'esercizio della funzione di indirizzo politico e ai limiti dell'intervento pubblico in relazione alle libertà fondamentali.
In particolare, durante il corso si affronteranno le seguenti tematiche:
(1) Introduzione alla rete. Poco più che una storia per comprendere la filosofia della rete e dei suoi pionieri;
(2) Una democrazia di regole e protocolli. Oltre la rappresentanza politica? La rete come esempio di governo di un bene comune;
(3) Il Web: la neutralità dell'interfaccia, il portale, il motore di ricerca, il web semantico;
(4) Democrazia e social media: la dialettica politica sui social media. Echo chamber e partiti politici. Codici di condotta e democrazia globale;
(5) Imprimatur: come la rete innova la nozione di bene culturale e di cultura;
(6) Il governo pubblico della economia: gli investimenti sulla rete come aiuti di Stato e la rete oltre l'economia nazionale;
(7) Conclusioni: Rousseau voleva questo? La prima parte della Costituzione può fare a meno della seconda? La tecnica può davvero menare le danze?
The course aims to deepen the typical issues of constitutional law and therefore related to the making of rules, the exercise of the function of political direction and the limits of public intervention in relation to fundamental freedoms.
In particular, the following topics will be addressed during the course:
(1) Introduction to the network. Little more than a story to understand the philosophy of the network and its pioneers;
(2) A democracy of rules and protocols. Beyond political representation? The network as an example of stewardship of a common good;
(3) The Web: interface neutrality, the portal, the search engine, the semantic web;
(4) Democracy and social media: the political dialectic on social media. Echo chamber and political parties. Codes of conduct and global democracy;
(5) Imprimatur: how the network innovates the notion of culture and cultural heritage;
(6) The public governance of the economy: investments on the network as state aid and the network beyond the national economy;
(7) Conclusions: Rousseau wanted this? Can the first part of the Constitution dance alone? Can the technique really lead the dances?
Gli studenti frequentanti approfodiranno durante il corso i temi che saranno via via affrontati.
Gli studenti non frequentanti potranno approfondire le loro conoscenze sul libro di C. R. Sunstein, #Republic, ed. it. Il Mulino, 2018.
Attending students will take advantage during the course of the topics that will be gradually addressed.
