Al termine del corso lo studente avrà acquisito conoscenze in merito alla identificazione dei fattori che determinano la qualità delle relazioni tra gli Stati Membri dell’Unione Europea e sugli aspetti fondamentali del sistema politico dell’Unione Europea.
At the end of the course, the student will have acquired knowledge on the factors that determine the nature and quality of the inter-state relations within the European Union and on the fundamental aspects of the political system of the European Union.
La verifica delle conoscenze acquisite avverrà tramite un esame orale con la commissione di valutazione.
The assessment of the acquired knowledge will be done through an oral exam with the evaluating committee.

The student will be able to orally present problems related to the political system of the European Union, with particular reference to the role of political parties.
Attending students will be able to prepare presentations on some empirical cases among those proposed by the teacher, which will be interpreted through the learnt political dynamics internal to the European Union.
Il corso riguarderà i temi più rilevanti dell’Unione Europea. Inizialmente è prevista la presentazione del quadro d’insieme del percorso storico di integrazione e la descrizione delle istituzioni principali (Commissione, Consiglio dell'Unione Europea, Consiglio europeo, Parlamento europeo) e delle altre (Comitato economico e sociale, il Comitato delle Regioni, le agenzie europee, il sistema europeo delle Banche Centrali). Questo quadro d’insieme consentirà la discussione dei processi decisionali, di alcune politiche specifiche, come la politica agricola, la politica economica e finanziaria, le relazioni esterne, la sicurezza interna, la politiche di solidarietà e di alcuni temi specifici, come la crisi di legittimazione dell’Unione, il deficit democratico, l'integrazione differenziata, la crisi dell’Eurozona, le difficoltà del sistema di Schengen, la Brexit, la gestione della Covid19 e le potenzialità della politica estera e di sicurezza comune. Il corso affronterà anche il tema della lotta per il potere, concentrandosi sul ruolo degli Stati membri e delle famiglie politiche europee. In particolare si osserverà il ruolo dei gruppi parlamentari del Parlamento Europeo e dei Partiti Politici Europei. Si aprirà quindi la discussione sulle singole famiglie politiche: popolari, socialisti, liberali, conservatori, verdi, sinistra, nazionalisti e euroscettici.

The course will cover the most relevant topics of the European Union. Initially, the presentation of the overall picture of the historical path of integration and the description of the main institutions (Commission, Council of the European Union, European Council, European Parliament) and others (Economic and Social Committee, Committee of the Regions, the European agencies, the European system of Central Banks). This overview will allow the discussion of decision-making processes, of some specific policies, such as the agricultural policy, economic and financial policy, external relations, internal security, solidarity policies and of some specific themes, such as the crisis of legitimation of the Union, the democratic deficit, the differentiated integration, the Eurozone crisis, the difficulties of the Schengen system, the Brexit, the management of Covid19 and the potential of the common foreign and security policy. The course will also address the issue of the struggle for power within the EU, focusing on the role of Member States and of European political families. In particular, we will observe the role of the parliamentary groups of the European Parliament and of the European Political Parties. The discussion will then open on the individual political families: popular, socialists, liberals, conservatives, greens, left, nationalists and eurosceptics.

Gli studenti frequentanti possono presentare durante il corso una loro ricerca relativa alle famiglie politiche o ai partiti politici dell’Unione Europea.
La prova orale consiste in un colloquio tra il candidato e il docente o i suoi collaboratori.
Per gli studenti frequentanti che abbiano svolto la presentazione della ricerca sui partiti, l'esame orale si basa solo sulla parte relativa alle istituzioni dell’Unione Europea.
La prova orale non è superata se il candidato mostra di non essere in grado di esprimersi in modo chiaro e di usare la terminologia corretta, oppure se il candidato mostrerà ripetutamente l'incapacità di mettere in relazione parti del programma e nozioni che deve usare in modo congiunto per rispondere in modo corretto ad una domanda.

The exam will be held exclusively in ORAL FORM in a single session.
The exam focuses on the fundamental texts.
Attending students can present their research relating to political families or political parties of the European Union during the course.
The oral test consists of an interview between the candidate and the teacher or his collaborators.
For attending students who have carried out the presentation of research on parties, the oral exam is based only on the part relating to the institutions of the European Union.
The oral test is not passed if the candidate shows that he is not able to express himself clearly and use the correct terminology, or if the candidate repeatedly shows the inability to relate parts of the program and notions, which he/she should use in joint way, to answer a question correctly.
