Learning outcomes
Knowledge
The student who successfully completes the course will have the ability to understand the policy making in the Parliament. The student who successfully completes the course will be aware of intersections between constitutional law and parliamentary procedure and their relevance as a key issue in the construction of a democracy. The student who successfully completes the course will be able to demonstrate a solid knowledge of the history of parliamentary procedure and its importance for the construction of rule of law. Finally, the student who successfully completes the course will be able to look at constitutional law (and to the judicial review of law) from the point of view of parliamentary procedure and the opposite.
Assessment criteria of knowledge
The student will be assessed on his/her demonstrated ability to discuss the main course contents using the appropriate terminology demonstrating the knowledge of the key issues debated during the course.

Syllabus
The institutional logic of parliamentary procedure in the late 1700. The history of parliamentary procedure from king Carlo Alberto to Mussolini. The constitutional point of view to parliamentary procedure. Parliamentary rules as a special and not general kind of rules. The parliamentary rules about the Parliament as an institution. The same but about the Parliament functions. The status of MP. Minor and major rules.
