L’insegnamento si propone di fornire le conoscenze di ordine tecnico e legislativo necessarie per il completamento del bagaglio culturale dell’Ingegnere e, allo stesso tempo, fornire le nozioni di base necessarie per ricoprire le figure professionali di “Coordinatore per la Progettazione” e di “Coordinatore per l’Esecuzione dei Lavori” in materia di sicurezza e salute dei lavoratori nei cantieri edili o di Genio Civile, figure professionali previste dal Titolo IV del D.L.gs 81/2008 (ex D.L.gs 494/1996).
In tal senso il programma dell'insegnamento, che prevede lezioni, esempi applicativi con proiezione di brevi filmati, visite guidate ai cantieri di lavoro (ove possibile), è caratterizzato dalla trattazione degli argomenti previsti nell’Allegato XIV del citato decreto riguardanti la legislazione vigente in materia, l’analisi dei rischi sul cantiere temporaneo o mobile, sia edile che stradale, nonché la sua organizzazione per l’esecuzione dei lavori in sicurezza.
The course aims to provide the technical and legislative knowledge necessary for the completion of the cultural background of the Engineer and, at the same time, provide the basic notions necessary to cover the professional figures of "Design Coordinator" and "Coordinator for the Execution of Works" regarding the safety and health of workers on construction sites or civil engineering, professional figures provided for by Title IV of Legislative Decree 81/2008 (pursuant to Legislative Decree 494/1996).
In this sense, the teaching program, which includes lectures, application examples with the projection of short films, guided visits to the work sites (where possible), is characterized by the discussion of the topics set out in Annex XIV of the aforementioned decree concerning the legislation in force. in this regard, the analysis of the risks on the temporary or mobile site, both construction and road, as well as its organization for the execution of the works in safety.
La verifica delle conoscenze acquisite sarà condotta in modo interattivo in aula con esercitazioni frontali oltre che mediante la prova d'esame conclusiva.
The verification of the acquired knowledge will be conducted interactively in the classroom with frontal exercises as well as through the final exam.
Con l'insegnamento lo studente avrà acquisito conoscenze necessarie ad affrontare il secondo modulo sull'argomento "sicurezza dei cantieri".
Dopo aver acquisito frequenza e profitto di entrambi i moduli potrà assumere, in ambito professionale, l'incarico di coordinatore per la progettazione ed esecuzione ai sensi del Titolo IV D.Lgs. 81/2008.

The student will be able to acquire orientation and judgment skills in terms of safety on temporary construction sites, in view of professional activity.
Nel corso delle esercitazioni e della prova d'esame si potrà verificare la reale acquisizione delle conoscenze e della capacità organizzativa sul cantiere temporaneo.
During the exercises and the exam it will be possible to verify the actual acquisition of knowledge and organizational capacity on the temporary site.
Temi e argomenti propedeutici : architettura tecnica e processi edilizi, sistemi e infrastrutture stradali, tecnica delle costruzioni edili, scienza delle costruzioni.
Themes and preparatory topics: technical architecture and building processes, road systems and infrastructures, building construction technique, construction science.
Le lezioni sono svolte in modo frontale con proiezione sistematica di slide a supporto dell'argomento del giorno, il cui contenuto è formato da testi, foto e disegni.
Nell'ambito delle lezioni è prevista la proiezione di brevi filmati su alcuni temi utili alla simulazione dell'attività cantieristica.
As part of the anti-contagion measures for the health emergency from COVID-19, the lessons are held remotely through the MICROSOFT TEAMS telematic platform made available by Unipi. Similarly to the lectures held in the frontal classroom, they are carried out with a systematic projection of slides to support the topic of the day, whose content is made up of texts, photos and drawings.
As part of the lessons, short films will be shown on some topics useful for simulating shipbuilding activities.
MACROARGOMENTO 1 – IL QUADRO NORMATIVO (L=12)
Le fonti del diritto in materia di sicurezza sul lavoro secondo il D.L.vo 81/2008 (ex D.L.vo 626/1994 ed ex Direttiva Cantieri D.L.vo 494/1996) – Inquadramento tematico, storico e normativo - I soggetti coinvolti, obblighi e responsabilità previste dal Titolo I del D.Lvo.81/2008 - Gli appalti nel settore pubblico e privato in rapporto alla sicurezza sui cantieri temporanei o mobili - Illecito penale e apparato sanzionatorio con riferimento alla L.215/2021- I principi dell’ordinamento giuridico in tema di prevenzione sul lavoro - La relazione tra la sicurezza sul lavoro e i relativi costi (cenno).

Definizioni, terminologia e concetto di rischio - Criteri e metodi dell’analisi del rischio - Programma operativo della valutazione del rischio - Esempi applicativi.
MACROARGOMENTO 3 – L’ORGANIZZAZIONE DEI CANTIERI DI LAVORO (L=33)
L’organizzazione del cantiere e la sua progettazione quale fattore condizionante la sicurezza del lavoro - Le caratteristiche dei cantieri stradali, edili, ferroviari e per opere idrauliche – I servizi igienico–assistenziali e di primo soccorso sul cantiere – I Dispositivi di Protezione Collettiva (DPC) e Individuale (DPI), esame die principali DPI per il cantiere - La segnaletica di cantiere - Le principali macchine e attrezzature per cantieri edili e di Genio civile, la normativa “storica” e la situazione odierna – Il Titolo III D.L.vo 81/2008 sulle attrezzature di lavoro e la Nuova Direttiva Macchine (D.Lgs. 17/2010 ex DPR 459/1996) – Le opere provvisionali, inquadramento e funzioni - I ponteggi metallici in genere e in particolare quelli fissi, le configurazioni particolari, la redazione del PiMUS e la necessità del progetto - I ponteggi mobili - Gli impianti elettrici di cantiere (note generali e prevenzione del rischio elettrico sulla base delle norme CEI) .
MACROARGOMENTO 4 – COMMENTI E SOLUZIONI CONCRETE SUI TIPICI CANTIERI (L=8)
Il lavoro in quota, misure di prevenzione verso la caduta dall’alto di persone e di cose (riferimento alla LR Toscana 64/2003), in particolare nel montaggio di elementi prefabbricati, nei solai e nei ponteggi metallici fissi – La prevenzione nei lavori di demolizione con le relative tecniche operative – Le opere di scavo a sezione ristretta e di sbancamento, metodi di protezione del fronte di scavo, cenno agli ordigni bellici inesplosi - Le problematiche del cantiere stradale, definizione e approccio, il segnalamento temporaneo; la qualifica delle squadre addette secondo il D.Interm. 22/01/2019.

ATTIVITA’ SVOLTE NELL’ ESERCITAZIONE (E=4)
Esercitazione : simulazione di appalto edile per la manutenzione straordinaria del Piano 2 in fabbricato per uffici con rifacimento di impianti e finiture e sostituzione integrale di parete-finestra. In primis lavoro interattivo per il corretto approccio da parte del Committente a cui segue il lavoro a gruppi in aula per individuare le tracce salienti del Piano di Sicurezza e Coordinamento; al termine confronto tra le soluzioni proposte.
MACRO TOPIC 1 - THE REGULATORY FRAMEWORK (L = 12)
The sources of the law on safety in the workplace according to Legislative Decree 81/2008 (pursuant to Legislative Decree 626/1994 and former Construction Site Directive Legislative Decree 494/1996) - Thematic, historical and regulatory framework - The subjects involved, obligations and responsibilities envisaged from Title I of Legislative Decree 81/2008 - Contracts in the public and private sector in relation to safety on temporary or mobile construction sites - Criminal offense and sanctioning system - The principles of the legal system in terms of workplace prevention.
MACRO TOPIC 2 - FUNDAMENTALS OF RISK ANALYSIS (L = 3)
Definitions, terminology and concept of risk - Criteria and methods of risk analysis - Operational program of risk assessment - Application examples.
MACRO-TOPIC 3 - THE ORGANIZATION OF WORK SITES (L = 33)
The organization of the construction site and its design as a factor influencing the safety of work - The characteristics of road, construction, railway and hydraulic works sites - The hygienic-assistance and first aid services on the site - The Collective Protection Devices (DPC ) and Individual (PPE), examination of the main PPE for the construction site - The construction site signage - The main machinery and equipment for construction sites and civil engineering, the "historical" legislation and the current situation - Title III Legislative Decree 81 / 2008 on work equipment and the New Machinery Directive (Legislative Decree 17/2010 ex DPR 459/1996) - Temporary works, organization and functions - Metal scaffolding in general and in particular fixed ones, particular configurations, drafting of PiMUS and the need for the project - Mobile scaffolding - Site electrical systems (general notes and prevention of electrical risk based on CEI standards)
MACRO-TOPIC 4 - COMMENTS AND CONCRETE SOLUTIONS ON TYPICAL CONSTRUCTION SITES (L = 8)
Work at height, measures to prevent people and things from falling from above (reference to LR Toscana 64/2003), in particular in the assembly of prefabricated elements, in floors and in fixed metal scaffolding - Prevention in the work of demolition with the relative operative techniques - The excavation works with narrow section and excavation, methods of protection of the excavation face, mention of unexploded war devices - The problems of the road construction site, definition and approach, temporary signaling; the qualification of the assigned teams according to DI 22/01/2019.

ACTIVITIES CARRIED OUT IN THE EXERCISE (E = 4)
Remote practice: simulation of building contract for the extraordinary maintenance of Floor 2 in an office building with refurbishment of systems and finishes and complete replacement of wall-window. First of all interactive work for the correct approach by the Client followed by the work in groups in the classroom to identify the salient traces of the Safety and Coordination Plan; at the end comparison between the proposed solutions.

Per coloro che intendono conseguire l'attestato di coordinatore, spendibile a fini professionali, la frequenza alle lezioni è resa obbligatoria dalla norma specifica (Allegato XIV D.Lgs. 81/2008).
Attendance at the lessons is optional for those who intend to use the teaching only for academic purposes (achievement of the credits required by the system); however, it remains advisable due to the size and particularity of the topics covered.
For those who intend to obtain the certificate of coordinator, which can be used for professional purposes, attendance at lessons is made compulsory by the specific regulation (Annex XIV Legislative Decree 81/2008).
La prova d'esame è orale: si basa su una serie di quesiti relativi agli argomenti trattati a lezione oltre a casi concreti tipici dell'attività professionale.
If possible, the face-to-face activity, the exam is based on a preliminary written test consisting of a series of questions which must be answered openly.
The answers are filled in individually.
The possible oral exam follows according to the result achieved and / or according to the student's intentions.
If, on the other hand, remote activity is required, the exam takes place on the TEAMS telematic platform by asking each candidate a list of questions, similar to the written test and personalized for each of them.
