La prima parte del corso si propone di far acquisire agli studenti le conoscenze per comprendere il fenomeno e il processo dell’integrazione europea, in particolare con riferimento al sistema giuridico-istituzionale, alle fonti e ai loro effetti, ai rapporti con l’ordinamento interno. Nella seconda parte sarà affrontato lo studio del mercato interno dell'Unione.
The course intends to enable students to understand the special character of the EU legal order, its institutional structure, the relations between the institutions and to acquire a good knowledge of the sources of law and of their legal effect in the national legal order. The second part of the Course wil be devoted to the analysis of the internal market of the EU.
Le modalità di verifica delle conoscenze consistono in un esame orale che si svolgerà al termine del corso
In order to assess knowledge and skills of students are required to pass an oral exam at the end of the course.
Il corso si propone di mettere in grado gli studenti di apprezzare la specificità del diritto dell'Unione, gli elementi strutturali del sistema,di comprendere le dinamiche dei rapporti interistituzionali e di valutare la portata e gli effetti delle diverse fonti del diritto europeo. Nella seconda parte gli studenti comprenderanno le dinamiche di funzionamento del mercato interno dell'Unione europea.
The course intends to enable students to understand the special character of the EU, its structure and values, and to understand the dynamics of the EU inter-institutional relations, to develop the capacity to evaluate the difference between the various sources of law, their effects in the EU and national legal orders, and to analyze the case-law of the Court of justice. In the second part of the course students will comprehend the dynamics and funcioning of the EU internal market.
Saranno preiste attività di coinvolgimento degli studenti in merito alle questioni analizzate durante le lezioni. In sede di esame finale sarà valutata la capacità dello studente di applicare le nozioni apprese durante il corso.
Activities will be planned to involve students in the discussion and analysis of the legal issues addressed in class.
The capacity of students to apply what they have learnt in class will be assessed during the final exam.
Lo studente potrà acquisire tanto una sensibilità critica alle principali tematiche di diritto dell'UE, quanto una particolare sicurezza nell'orientarsi all'interno del quadro istituzionale dell'Unione e dei meccanismi di funzionamento del mercato interno.
The aim of the course is to enable students to develop an autonomous capacity to understand legal issues of the EU legal order iand mechanisms of the internal market of the EU.
In sede di esame finale sarà valutata la capacità dello studente di applicare le nozioni apprese durante il corso.
The capacity of students to apply what they have learnt in class will be assessed during the final exam.
Si ritiene necessario che lo studente abbia acquisito conoscenze giuridiche di base e una conoscenza dell'organizzzione dello Stato.
Basic Knowledge of law and of the organization of the State.
Il corso si svolgerà con lezioni frontali del docente sugli argomenti precisati nel programma, ma saranno sperimentate modalità di apprendimento nuove che saranno indicate all'inizio del corso ma che potrebbero comprendere: relazioni, lavori di gruppo, selezioni di casi e giochi di ruolo (simulazione delle posizioni delle istituzioni).
The course is organized with lectures. Students might be required to read cases of the European Court of Justice or national courts in advance. Experimental learning methods will be tested, according to the indications provided at the beginning of the course but which might include: reports prepared by individual students or groups of students, working groups, case selections and role playing simulating the positions of the institutions

. Il quadro istituzionale. Composizione, funzioni delle istituzioni politiche dell’Unione europea. Processo decisionale, democrazia ed equilibrio dei poteri.

- Origin and development of the European integration process. From the Schuman Declaration to the Treaty of Lisbon. The Union’s enlargement process.
- Division of competences, primacy, direct effect, fundamental rights; member States’ liability.
- The institutional framework. Decisions making and the balance of powers.
- Mechanisms and procedures of democratic participation in the EU.
- Sources of EU law.
- The judicial system.
- The relationship between European Union law and Italian law.
- The internal market

L'esame consiste in una prova orale, ovvero in un colloquio tra il candidato e il docente, o anche tra il candidato e altri collaboratori del docente titolare. La prova orale è superata se il candidato mostra di aver compreso le nozioni fondamentali e di essere in grado di esprimersi in modo chiaro e di saper usare la terminologia corretta.
The exam consists in a oral discussion between the student and the professor (or one or more of her teaching assistants) and it is passed if the student proves she/he possesses the basic knowledge and the capacity to use correct and technical language.
