IL CORSO SARA' TENUTO NEL PRIMO SEMESTRE INTERAMENTE IN LINGUA ITALIANA
Lo studente sarà capace di analizzare e comprendere testi complessi sui temi trattati nel corso, sviluppando una conoscenza critica della materia. In particolare, sarà capace di identificare come l'UE interagisce con Paesi terzi e organizzazioni internazionali attraverso le sue istituzioni; quali accordi internazionali può concludere e l’incidenza delle competenze dell’UE sul potere degli Stati membri di concludere accordi. Lo studente acquisirà una conoscenza avanzata del modo in cui l'UE difende i suoi interessi e valori attraverso, in particolare le seguenti componenti dell’azione esterna dell’UE: politica commerciale, politica di vicinato e la politica estera e di sicurezza comune.
Infine, lo studente potrà sviluppare un interesse verso il proseguimento degli studi relativi all'UE o verso lo svolgimento di una carriera presso le istituzioni dell'UE.
PLEASE NOTE THAT THE COURSE IS HELD IN ITALIAN
The student will be able to analyse and understand complex texts that deal with topics covered in the course, thus developing a critical knowledge of the subject. In particular, the student who successfully completes the course will be able to identify how the European Union (EU) interacts with third countries and international organizations through its Institutions and bodies; the categories of agreements the EU is competent to conclude and their effects in the EU legal order. The student will be able to demonstrate advanced knowledge of how the EU defends its interests and values through the Common Commercial Policy, the European Neighbourhood Policy and the Common Foreign and Security Policy. The students will also be familiar with the EU objectives and instruments of the other external policies such as the common commercial policy and the development cooperation policy.
Finally, the students will be able to get an interest in pursuing further studies in the field of EU international affairs or a career at the EU institutions.
Saranno svolte una o due prove intermedie a cui partecipano gli studenti che hanno partecipato all'85 delle lezioni.
An intermediate exam will be organised forstudents who have attended 85% of the course.
Il metodo d’insegnamento si basa sulla partecipazione attiva dello studente al corso, incentivando così le capacità comunicative e organizzative dello studente.
The teaching method upon which the course is based encourages the student's participation, thus improving the student's communication and organizational skills.
Il corso è strutturato in modo da garantire degli spazi di confronto utili allo sviluppo di capacità comunicative e argomentative. Il metodo di insegnamento su cui si basa il corso incoraggia la partecipazione attiva, migliorando così le capacità comunicative e organizzative dello studente.
The course is structured in such a way as to allow space for discussion, thus fostering the development of communication and argumentative skills. The teaching method upon which the course is based encourages the student's active participation, thus improving the student's communication and organizational skills.
Lo studente maturerà una sensibilità verso le problematiche relative al tema delle relazioni dell'UE con il resto del mondo. Sarà in grado di formarsi opinioni personali e discutere in modo argomentato le sue deduzioni. Lo studente potrà affinare le sue capacità di team work attraverso la preparazione di una presentazione di gruppo su un tema da definire con il docente.
The student will develop an interest in the problems relating to the EU external relations. S/he will be able to critically examine the developments in this area. S/he will be able to refine his team work skills by preparing a group presentation on a topic to be defined with the the professor in charge of the course.
Lo studente dovrà avere una conoscenza di base del diritto internazionale e del funzionamento delle istituzioni dell'UE. Agli studenti che non abbiamo mai studiato un corso di base di diritto dell'UE è fortemente consigliato di seguire in parallelo il corso in inglese "The EU and its international relations" (3 CFU). In ogni caso, gli studenti che non hanno mai studiato questa materia possono studiare sul seguente manuale: Calamia, Di Filippo, Marinai, "Manuale breve di diritto dell'Unione europea", 2022 (o successive edizioni), Giuffré.
In order to take the exam, the students will have to have a basic knowledge of International and EU Law. Students who have never studied EU law are strongly encouraged to take the course ""The EU and its internaitonal relations" (3 CFU) which is held in the first semester. In any case, these students should study the fundamentals of EU law on the following manual: Calamia, Di Filippo, Marinai, "Manuale breve di diritto dell'Unione europea", 2020 (o successive edizioni), Giuffré.
Lezioni frontali (durante il corso verranno impiegati slide a sostegno degli argomenti trattati) e seminari tenuti dai esperti esterni inclusi funzionari del servizio europeo per l'azione esterna (SEAE).
Lectures (slides will be used to support the lectures) and seminar held by experts, including civil servantsof the European external action service (EEAS).
I contenuti saranno articolati in due parti: un primo blocco di carattere introduttivo tratterà i seguenti temi: gli obiettivi e i principi dell'azione esterna, la personalità internazionale dell'UE, le delegazioni dell'UE, la competenza a concludere accordi internazionali, la procedura per la conclusione di accordi internazionali, le istituzioni e gli organismi coinvolti, gli accordi internazionali conclusi dall'UE nella prassi e i loro effetti all’interno dell’ordinamento dell’UE. In un secondo blocco saranno approfonditi i seguenti temi: i rapporti con gli Stati candidati all'allargamento e con altri Stati europei; la politica di vicinato (cenni); la politica commerciale comune; la politica estera e di sicurezza comune: aspetti istituzionali e strumenti giuridici; le misure restrittive.
The course will be divided into two parts: a first an introductory block on theme the following topic: the objectives and principles of the EU external action; the legal personality of the EU, the EU delegations, the objective of the EU external policies, the competence to conclude international agreements; the procedure to conclude international agreements and the Institutions and bodies involved, different kinds of international agreements; exclusive/mixed agreements. A second bloc will concern: the common commercial policy, the European neighbourhood Policy, the Common Foreign and Security Policy: institutional aspects and legal tools; the adoption of restrictive measures.
Gli studenti che frequentano regolarmente il corso devono studiare:
1. M.E. Bartoloni, S. Poli, L'azione esterna dell'Unione europea, Editoriale scientifica, 2022 (tranne i capitoli 7,8, 10 e 14 ).
2. Gli appunti presi nel corso delle lezioni.
3. I materiali messi a disposizione dalla titolare della corso sulla piattaforma e-leaning del corso.
Gli studenti Erasmus possono sostenere l'esame in inglese preparando il corso su questo testo: Wessel, J. Larik, EU external relations law, Text cases and materials, second edition, Hart Publishing, Oxford, 2020, Capitoli dall'1 al 9 (eccetto capitolo 8).
Students regularly attending the course are required to study:
1. M.E. Bartoloni, S. Poli, L'azione esterna dell'Unione europea, Editoriale scientifica, 2021 (except for chapters 7,8, 10 e 14).
2. The notes of the course;
3. The reading material availaible on the teaching platform (Moodle).
Erasmus students can take the exam in English using this manual: Wessel, J. Larik, EU external relations law, Text cases and materials, second edition, Hart Publishing, Oxford, 2020, Chapters from 1 to 9 (except for Chapter 8).

L'esame per i frequentanti consiste in due prove scritte (non si tratta di domande a scelta multipla). Dopo aver superato la prima prova scritta, gli studenti che frequentano regolarmente il corso dovranno comunicare alla docente del corso se intendono sostenere anche la seconda prova scritta sulla seconda parte del programma oppure se preferiscono sostenere TUTTO l'esame in forma orale a gennaio o agli appelli successivi (fino a novembre 2025).
L'esame per gli studenti non frequentanti è orale.
For non-attending students the exam is written. There are 2 written tests (it is not a multiple choice test). Students who have regularly attend the course and have passed the first written exam should write to the chairholder and inform her whether they intend to take the second written test on the second part of the course or whether they prefer to take the oral exam on ALL the programme in January or in subsequent exam sessions (until November 2025).
The exam is oral for non-attending students.

Erasmus students and other international students are advised to take this course if they have previously passed exams in International Law or European Union law.
Upon request, English texts will be available to Erasmus students who are interested in taking the exam; the exam will also be taken in English.
The students are kindly requested to contact the two professors via email no later than two months in advance of the exam session.
